I think Kakashi is smarter and is the better ninja, but has nothing that can get past Neji's defense (rotation). Now I think it'll be harder for Neji to 64 palm Kakashi with sharingan precog and experience fighting against jounin in the war, but in the end Neji high diff.

Neji could keep up with KN0 Naruto who's wayyy faster than Kakashi and he reacted to all his attacks. Not even debatable. Kakashi uses Raikiri and that's it for him. Rotation does the trick.

He has precognition but that's not going to save him when Neji's taijutsu is much better than his own. Eventually he'll tire out and from Gai and Lee's explanation, hidden lotus was required to take down Neji cuz of its high speed movements

. That alone shows Neji can react to anything Kakashi has to offer. Not to mention a technique like 64 palms isn't going to be easily countered with precognition when he can strike 64 times with such movements.

Chidori isn't stronger than Naruto's punch, it juts has more penetrating power. Rotation would prevent it. Also, Naruto punched Neji when Rotation was incomplete. Neji can easily evade Chidori if anything.

Lastly, Kid Kakashi doesn't have 3t

I don't think Kakashi has a chance. Adult Kakashi even stated Sasuke would lose to Neji, and that was two-tomoe'd, dual-Sharingan Sasuke, fairly experienced with it too. Even if we assume Kakashi has mastered it, that just goes against what he said. The fact that it took Kurama's chakra to bring Neji down is impressive, Kakashi simply doesn't have anything on him.
