Going with reasonable speculation, Izuna wins.

Uchiah brothers ususally have similar Mangekyo Jutsu, Case in point, Itachi and Sasuke. This would give Izuna Susano'O, and by having that, he has Amaterasu and Tsukiyomi. Since the manga and databook stated that to have Susano'O, you have to have Amaterasu and Tsukiyomi.

Since we've seen him use swords in both his child days and his adult days, we can assume he's used a blade all his life and has exceptional Taijutsu/Kenjutsu skill.

He would also probably have any Katon shown by Madara since it was stated he was MS Madara's equal in nearly every way.
