Who knows, If necessary I will add that restriction. but I don't think that is plausible considering the differences in how power is gained.
with Gates, You forcibly unlock your chakra passages, that in turn just causes raw power because the chakra the body contains is being held back just so the body isnt forced over its limit, but because you force your body to release that chakra being held back, that results in it being pushed beyond its limit which results in all the negative effects of using Gates. Just look at guy in the last chapter, he seemed to be doing a-ok up until then.
The Raikage on the otherhand,
He electrically powers his brain/nervous system and by doing that it just increases how much information his brain processes, outputs, and inputs at any given time, and decreases the amount of time it takes him to send a that message from his brain to his muscles and so forth. Not pushing him past his limits at all, because he's not forcing his body to do something. He's only enhancing how fast his neural synapses is. Which happens considering how the manga operates, He already has a pretty high base speed, reaction time, and strength, Now the curse mark increases all of that drastically, we all know that. So in turn that would probably already make him as fast as 1st Gate. His strength already being able to break concrete walls, w/o chakra usage. becomes even more destructive.
CurseMark level 2, would increase this all yet again, and we've already seen the effect CM had on Raiton. That would just increase its strength with the Raikage would be able to handle because, its his own chakra and since he is a Kage and uses such a Lightning technique it coats his entire body, its ridiculous to say he doesn't have chakra mastery/control.
So firstly you add a guy who caught zetsu within a second of his apperance during the Kage Summit, and can break through a wall with one blow.
then you add the Armor, that makes this guy so fast that he can Dodge Amateratsu...and so strong he can break the ribs of Sussanoo, and cut off the 8-tails horn.
then ontop of that,
You add that speed and such gained from just using the cursemark. without anything else you get a much more destructive ninja that moves at speeds only a person with a highly trained eye can track. Then if you use this with the RA, then you have a guy who has achieved speed equal to at least the 6th and has a strength at least in the ballpark a little over fifth and he can control his chakra plus with his reaction speed he might as well have EMS.
and he didn't force his body to do a thing but draw out extra chakra.
Gates on the other hand does the following. (note this is copied and pasted from the wiki. )
"They limit the overall flow of chakra within a person's body. The basis for the idea of the chakra gates comes from the body's limits on the functions within it. This makes the body much weaker, but it keeps the body from expiring too soon. By opening these gates, the user can surpass their own physical limits at the cost of extreme damage to their own bodies."

now dont get me wrong I will have damage done to me, but it will be minimal compared to what happens with Gates Users. If I use both Curse Mark and RA then I'll add the Restriction of "After two turns if the User hasn't defeated Opponent upon deactivation of both, The user will be unable to battle due to lack of chakra and nervous system exhaustion"
