I think this is as likely as it ever could. Mito got to live for quite a long while, even to when Kushina was...oh, about 8-10. This was while she was still at the Academy. Anyway, just how old was Tsunade when that went down? Easily late twenties or older. Tsunade could have learned the skill years beforehand when she was a Genin under the Third: in her teens, but still didn't have the capabilities (yet) to master it.



Can no one in this community process new manga and apply logic to it?

If she didn't, we have literally no one else created in the manga who could have made it, unless we are going deeper and deeper into the lineage of shinobi, where we are talking "Younger Son" or "The Sage" devising it and leaving a scroll for anyone who may know how to harness it. But this is too theoretical to leave Mito out of the loop.

If she didn't, we have literally no one else created in the manga who could have made it, unless we are going deeper and deeper into the lineage of shinobi, where we are talking "Younger Son" or "The Sage" devising it and leaving a scroll for anyone who may know how to harness it. But this is too theoretical to leave Mito out of the loop.

Yes, I have a suspicion we shall see the Scroll of Seals from Chapter 1 again very soon.

She can. The only techniques that can't be taught are the KKG.

That isn't a scroll ;l. Plus, the sage would be lame to have Shodai's scroll.. in which he himself sealed techniques. X_X Also those are Amaterasu spirals that Sasuke had. ^_^
