Yup like Kishi said Sasuke needs to use the full potential of his dojutsu to be on par with Naruto. That's why he uses Ameno on him. Still little effect like I said it tickled him.

No, naruto refused to go rsm because he didn't want to fight sasuke. Since naruto without sm and rsm gets neg by ameno gg, sasuke made naruto go rsm so naruto reflex would be fast enough to react or strong enough not to get killed
