I dont think the rule is broken because he uses it as a countermeasure to defend against any attack u could have made when he sees u make handseals he wont stop until u complete handseals
Though i doubt if the mist would be fast enough to avoid the flash

You break the time frame rule by using a jutsu before I make mine.
If you had 2 tomoe sharingan then yes, that would possibly work. But you don't.

i don`t say he knows u will create the flash
but handseals mean u plan using jutsu so he does not break the time frame though
