It doesn't matter which saga when yamcha said that , and he said that just to make krillin daughter feel good about her father and not worry about him during his fight against that gaint man.

Does that mean haku is stronger than kakashi ??

goku was ssj3 at that time but didnt go all the way U_U he had pity cause he knew vegeta would be once again disappointed by himself

we all know that is not true and kakashi said that so naruto can calm down and yamcha did same thing and he said that because he wanted krillin daughter to calm down and stop worrying about her father.
