Ok I start of by making a spear made out of an electrical current and it cuts you. Because Of the electrical Charge it makes you Numb which immobilizes you:
(Chidori Eisou) - Thousand Birds Sharp Spear

Since your immobilized and its raining i condense a large amount of rainwater into one place in the clouds.I create a Spear out of the Rain Water. I call It Down to strike you which in result kills you:

The tentecles dont hurt the enemy a lot(as much as a tight rope) but they are strong enough to hold even large summons.

*The jutsu can only be used by burakyilan and people who learned from him
