Naturally Granted Powers: Yagura gains a +5 attack boost to all of his Water Techniques automatically. He is also faster on or in water than a normal person his rank.
Incomplete Form: When the incomplete form is activated, Yagura gains a "shell" of pale blue chakra on his back and a sight haze seems to float around his body.
The shell is impervious to techniques below B rank - however, it protects only his back. The haze makes an opponent who tries to punch, kick or attack him physically become mildly dizzy on breathing it. The haze cannot be spread by any means.
Yagura gains a +10 boost to all water techniques and cannot be hurt by water techniques below C rank.
Complete Form: Yagura falls to his knees, and the pale blue chakra forms a replica of the Sanbi around him.
The three of the Sanbi's tails are spiked, and dangerous to touch. If it eats someone, they are attacked in its stomach by an unending army of mini clones.
Once per battle, it can use a haze of chakra mist that causes a fear-inducing Genjutsu in all who touch it.
It cannot be hurt by Water techniques at all and gains a +40 attack boost to the Water element. However, it cannot use anything except Water techniques.

Background Info.History: During his time as Mizukage, until the massacre of Academy students by a young Zabuza Momochi, the village was known as the "Village of the Bloody Mist" (血霧の里, Chigiri no Sato), due mostly because of the barbaric ritual where Academy students kill one another in order to graduate. It is likely that Yagura was the Mizukage whom Zabuza tried to assassinate.
Despite the terror of his reign, Yagura appeared to be kind. Apparently the people of Kiri feared that Yagura was being manipulated, a fear which was confirmed by Ao, who saw through an unnamed genjutsu with his Byakugan, and was revealed by Kisame Hoshigaki that Madara Uchiha was the manipulator.
