Description: The user will first perform Dog hand seal and then the user create a large storm cloud, which in turn produces rain. The large amount of rain then turns into a large wave of water and sweeps the enemy off their feet. While the targets are trapped in the water, their chakra will slowly be drained away. Chakra draining properties last for two turns.

This jutsu allows you to create a large rainy environment and the rain is so heavy and constant that you can shape the rain into a large wave and have the wave sweep up the target. The water used for the rain also has chakra draining properties which allows the rain to suck away chakra from the target(s).

*i flow my chakra out of my body and towards the clouds. as i do, i have the chakra shift to suiton. i then have the suiton infuse with the clouds, filling them with water and making them heavier and heavier. as it gets too heavy, it bursts into rain. as the rain falls, i keep a steady flow of suiton into the clouds to make it rain very heavily. due to the heavy rain, it soon piles into a wave that covers most of the clones body. i then have an extra wave of chakra fall down that infuses with the water and acts as a catalyst for absorbing the clone's chakra due to the fact that they react together. the water then sucks all of the clone's chakra out and kills it due to lack of chakra*

I don't see any clouds o.o You have to form the clouds yourself. Try putting together water droplets in the sky with your chakra, it should form clouds that way. Also, you should be doing the chakra draining factor at the exact same time as the wave is forming.
