But pains weapon appears to be metallic, is it possible pain uses a form of magnetic controlling ability?

He stabbed kakashi with a metalic item, and then drew him in close.

Its most likely just particles of the substance coarsing through kakashis body and it reacts to pains chakra and so pain can control him somewhat, but itd be cool if it was simply like iron sand technique but with magnetic properties so he can be like magneto from x-men

nope, that is just his ability, to manipulate things, it isn't an x men rip off.
he has the repulsion thingie, and has the attraction thingie, and i doubt that there are particles in the lightning clone.
