I think the Nue conspiracy is what led him to gain access and pinpoint Kaguya's dimension. The Rinnegan might as well granted the ability as default. But he needed the info about the Nue still.

BONUS: I like the hierarchical development for the Ootsutsuki clan. Seems that dimension travel is a common trait with those with the Rinnegan. But Kinshiki didn't have Rinnegan right? How the hell does he do that?

It's the kind of thing you can conclude yourself. Kaguya could travel dimensions with her rinnesharingan, Sasuke has a Rinnegan with traits of a Rinnesharingan...that said, I don't really see how SP explaining it is much of a problem either.
