It's described as "PM user", it allowed you to send a message to a specific user through a post that only they can see

I believe it is currently disabled though.

Admins tried to activate it as to send a PM notification to a member who was quoted. However it never worked or they couldn't figure out how to make it work, if I remember correctly.

In then end they added the mod for quote notifications alternatively.
