It would be stupid to give Dragon a mythical DF that turns him into a dragon.

Dragon needs a power where he's either a Paramecia or Logia since it would totally look awesome, IMO it would look pretty rubbish if Dragon was to turn into a dragon (literally)

Yes, it should happen. His long hair would work well with the devil fruit. He could like use it to go partial transformation like we seen marco kicking kizaru in the war. But i was more thinking like Jiriaya haha. Too much naruto for me XD

A storm is made up of clouds, rain, lightning/thunder, gusts of strong winds and at times, snow. So, if it were a Logia, what will he transform into?
Clouds. When Goda draws it, what will be the difference between him in his Logia form and Smoer in his Logia form. They'll both be similar in visible comparison.
Rain. That's water falling in forms of drops. So that's out of the question.
Lightning = Enel
Wind. To invisible and a wind body doesn't incorporate lightning ETC...
Snow(?) = Monet.
Hence how a Paramecia would suffice and a Logia would make no sense.
