Would you consider Guy a kage level shinobi?

No, I don't see Might Gai as a Kage Level Skill Shinobi or Kakashi as of that matter. They are skilled to be consider at least Elite Jounin, but nothing higher.

honestly taijutsu only wudnt be enough to be on kage level but its crazy cuz once he opens the gates it doesnt even matter what u do its in his hands its either he finish u or he dont..so idk its in the air
