Would the Sand village survive with a Hachibi Jinchuuriki?

As we know the first Kazekage messed up Hashirama's original plan to create balance through Bijuu distribution. Looking at how the Bijuu are divide in canon...he probably was going for this...

Konoha-Kyuubi=9tails

Kumo-Nanabi + Nibi=9tails

Iwa-Yonbi+Gobi=9tails

Kiri-Sanbi+Rokubi=9tails

Suna-Ichibi+Hachibi=9tails

If things had worked out this way...would suna have been able to survive a blood lusted Hachibi during one of it's rampages?

Most likely not, they didn't have someone like Bee at the time to change the heart of Hattsan.

Not a chance.

Even the 3rd Raikage only tied with the Hachibi, and Suna doesn't have any of the Sage's sealing tools. The Kazekage could even only stalemate with Shukaku because his ability was designed specifically to counter Shukaku's sand.

I think with 3rd Kazekage and Chiyo + whatever other strong ninja they have unseen in the story. Yes.
But the way they were at the beginning of the story, with the 4th Kazekage, it's possible, but unlikely.
