Good question, I sometimes wondered that myself. If Naruto didn't have 9t then he wouldn't have been viewed so poorly by the villagers and he might have grown up to be somethin positive from the beginning and not a foolish trouble maker. He may have gottin the early guidance he needed to become a mature ninja and more efficient.
True that there have been plenty of times the 9t saved his life, but 9t is also the main reason why he grew up to be a trouble maker and constantly put his life in danger in the first place. I think it is very possible that Naruto would be better if he grew up without the 9ts
