Danzo is by far the worst hokage to exist in this series (If you even consider him a hokage).

The others have all done bad in their own right & admitted to their mistakes. None of them are "bad" or "the worst", they're just human (well, not anymore ).

Considering the fact that Hokage is a person chosen to PROTECT the village and it's people then from this fact we can establish the worst Hokage:
1.Hashirama Senju PROTECTED Konoha from Madara and Kurama.
2.Tobirama Senju PROTECTED Konoha from Kinkaku Force.
3.Hiruzen Sarutobi PROTECTED Konoha from Orochimaru.
4.Minato Namikaze PROTECTED Konoha from Obito and Kurama.
5.Tsunade FAILED TO PROTECT Konoha from Pain.

tsuande PROTECTED konoha from orochimaru's second attempt at destroying it. hiruzen failed to keep oro from attacking in the first place whereas tsunade took pre emptive action to achieve peace with the sand, and pre emptive action to try and stop sasuke leaving (him succeeding wasnt really on her head).
and no the hoakge is chosen to do their best. no one expected tsunade to be invincible when even hanzo and jiraiya couldnt beat him. and tsunade did indeed protect most of the villagers from his attack

The worst Hokage that Konan has seen in my opinon is the Second hokage Senju Tobirama. I say this because he is the biggest failure of the 5(6 depending how you look at it) hokage.

What's wrong with bold? They sucked massive balls when they took the exams. They really weren't any good back then.
