Worst Hokage

The worst Hokage that Konan has seen in my opinon is the Second hokage Senju Tobirama. I say this because he is the biggest failure of the 5(6 depending how you look at it) hokage.

Chunin exams failed two of the strongest shinobi's in the Ninja world (Naruto & Obito)

He's creation of the military police so he could have a way of keeping an eye on the Uchiha so he could protect the village. Ostracized the Uchiha which lead to the Uchiha threatening the entire world.

Danzo created the Root on his own accord. Also the ANBU were never disbanded.

If Naruto turned evil instead of Sasuke, he would have been dead long ago and or the Akatsuki would have captured him while he wasn't with anyone (if he turned evil and left the village). Not to mention MUCH MUCH weaker then he is now. lol, you have to look further into it, if he did leave he wouldn't have had the extensive teachings of Jaraiya, Ma and Pa toads, Bee, Yamato, Kakashi and Iruka (depending on the age he left or turned evil).

maybe tsunade, cuz in her time, a genin saved the leaf from pein.
still though, she couldnt fight him cuz she was healing the villagers, so its a bit akward

I don't see any Hokage as "worst" since they all did what they needed to do.

Root had nothing to do with Tobirama. It isn't his fault Danzo was jealous because he didn't become the Hokage. They were in the middle of war literally and he had to choose the one best fit for it, Hiruzen. He isn't responsible for that, that is Danzo's fault.

At the time they took the Chuunin Exams they weren't the strongest and lacking intelligence.

The Uchiha cut themselves off from the village, he explained why in Chapter 627.

Edo Tensei is really his only big mistake.

Tobirama was a great Hokage and didn't let people push him around. He stood his ground and protected the village. If anything he was the best Hokage.

Considering the fact that Hokage is a person chosen to PROTECT the village and it's people then from this fact we can establish the worst Hokage:
1.Hashirama Senju PROTECTED Konoha from Madara and Kurama.
2.Tobirama Senju PROTECTED Konoha from Kinkaku Force.
3.Hiruzen Sarutobi PROTECTED Konoha from Orochimaru.
4.Minato Namikaze PROTECTED Konoha from Obito and Kurama.
5.Tsunade FAILED TO PROTECT Konoha from Pain.

Well true that he wouldn't have bee,or yamato's training but he would have everyones elses sure he wouldn't have as much of pervy sages training but he would still know a lot of overpowered jutsu but not all of them plus all he would have to do is release tha 9 tails on tha akatski that problems solved.

There have been a lot of threads about Tobirama and how we was with the Uchiha.

You're looking at it as a fanboy from my point of view.

Tobirama did not Ostracize the Uchiha, and I have to be honest its getting a little annoying that poeple still can't see that.

They were at war for a LONG TIME. That means a lot of distrust and a lot of rivalries that needed to be worked out.

So how do you do that effectively? You start to build a trust relationship:TRUST IS EARNED NOT GIVEN. The uchiha had to learn to trust Tobirama as much as Tobirama needed to learn to trust the uchiha. So Tobirama gave them a title with power and prestige. That is what allowed them to become vital members of the village, with many uchiha becoming powerful Jonins, and influential in the village.

Plus Hiruzen gave Danzo that responsibility... NOT Tobirama haha
