Well it first starts off with the user snapping his fingers to induce a Genjutsu onto the opponent. Once they do, the target will see lines appear on the body and simply split them up into smaller chibi versions of themselves running around and being all nuts and retarded into what was happening xd. It’s a rather fun technique to imagine, also they would also believe that they are unable use ninjutsu while in the Genjutsu but this doesn’t happen in reality. I think I know where the concept came from though, being the magic Gildarts used on Natsu during the S-Class Exams
