Okay, so the basis of wind jutsu revolves around the manipulation of existing wind currents, or the creation and manipulation of your own wind current.
To make wind sharp enough to slice through an object, you must compress the wind eddies (small circulating patterns of wind) so that they are so thin, that they will slice through just about anything.
If you want to give the wind more force, to say, push something over, you must widen these eddies and possibly even make them larger so they can push whatever comes into contact with them.
Of course, this is all done with your chakra which would be mixed with whatever wind you are manipulating.
Now, does all that make sense?
