Not necessarily your power, but your reach for sure. If you swing your kunai at him and he bends backwards in order to avoid it, you can get him there by quickly blowing air at it.

With this you can, not only block up to B rank, but also redirect a wind jutsu sent at you. All you have to to is gather chakra and perform a series of handseals. It doesn't state how much, but I'm sure its more than enough for the opponents jutsu to get to you so I suggest that you have a wind affinity if you're going to use this frequently.

For the first one about how many hand seals is it?

It was adopted into our RP. It's originally performed by the Kujaku, using the Weaknessless Soaring Shortswords. Same as Temari's techniques. Our dear RP mods were going through these techniques and tweaked them since there was a huge amount of wind techniques usable with a fan and they added notes that people could perform them with a string of handseals. Most of the techniques have a number but this one doesn't. So to answer your question, I really don't know how much but I could guess. My guess would be 4. However, I will forward this to an RP mod and I will bring you the answer later.
