Well, i'm currently being trained in water and it's going pretty well. Before creating my first bio i read a lot of forums on how to battle, and how to create custom jutsu and such. I read a few threads giving examples of how to battle and such. The only thing i couldn't find is what the numbers for each jutsu mean... I understand that a jutsu does a certain amount of damage, and uses a certain amount of chakra, but i could never find out how much health and chakra you begin with...

The amount of heath and chakra you begin with is set by your rank, following this table:

Health doesn't really play a very important role in the RP, we're more description based on our damage output. Instead of using a fire jutsu that deals 30 damage, we describe what would happen, a in: I spit a fireball, if it hits, it should burn your chest and arms, given 2nd or 3rd degree burning in its wake.

Or: I create an earth spike from behind you, and direct it into your heart, if it hits, it should pierce it and kill you. etc etc

Wind is an element with one of the most diverse uses. One of its primary uses is to simply cut the opponent, as wind has one of the highest slicing abilities of all the elements, this can be used to cause great harm to anyone in the way of a wind attack. On the opposite end of the spectrum, wind is also a powerful bludgeoning technique. When formed in the spherical shapes and fired at high velosity rather than in a slicing motion, wind can become what is essentially a high speed cannonball, or bullet. Much like the strong fist variations of taijutsu, this causes immense internal damage which can greatly harm a foe, or if not causing lethal damage, can cripple or incapacitate a foe. Lastly, wind has the ability to push inanimate objects, or weapons out of the way, or even back to the sender. If a kunai, or shuriken, or paper bomb is sent toward you, wind can be used to push the weapons back in the direction of whoever sent them. This is also essential when facing a smoke bomb, or hidden mist without the aid of a byakugan or sharingan.

Wind is strong against lightning, as it acts as a natural insulator, causing lightning attacks to greatly weaken, and is weak against fire, as any fire release attack will be fueled by wind. Inversely, wind can also be combined with your own fire attacks to greatly augment them in battle, or combined with water attacks to increase their concussive power.

Excellent rendition of Wind. Also, don't forget, Wind is a cooling agent, major part of Ice Release. I'm only mentioning that because it's a great way to combine elements with wind, as wind can serve to lower their temperature, and achieve a damage bonus through there. For example, while you can't create ice, as per se, you can combine a strong wind with a strong water technique, making the water sharper and faster, and even colder, acquiring a certain tangibility due to the small formation of ice crystals, which will add to the piercing bonus. It also works great in cylindrical techniques, as the sides of the vortex will have crystals, which will make the vortex sharper.

Also wind is a great scattering agent, bringing about expansion and dispersing the element you're using it against or with. This will allow you to, for example, use it with a water technique, making it reach a longer range, or attack a larger number of targets. Also, scattering the water, while make it colder, allows you to bring forth ice crystals faster.

That's it for water. Now, with this new knowledge in hand, along with the description you made for wind, how can you use combinations of Fire (give it a little bit more description than the one you gave), Earth and Lightning.
