From where the question mark? This is indeed right. Wind contains a lot of oxygen, which fire uses to burn up. Also wind is strong against lightning for the very fact that lightning cannot go through to wind very well because there is nothing much in the wind to conduct the lightning, or rather the loaded particles, and when lightning cannot move, it is not lightning anymore, but just loaded particles that cannot harm one significantly enough for one to notice, thus become harmless. Physics of lightning in a nutshell ^^
It's neutral against water and earth attacks so therefore you need to use a wind jutsu that is of a similar rank to counter it out.

And yes, it indeed is (semi)neutral to earth and water techniques, but it can be combined with it as well. Wind and water will become pretty powerful together and work well against fire and wind techniques, which is another combination that is nice together. Earth and wind might sound like it is not that good, but sometimes mud and wind lead to interesting combinations, or for example sand or very dry and crumbly earth and wind become an annoying sand-blaster.
It's very useful to use against powerful fire attacks and a good combination with kunais/shurikens because it can be used to coat it to give the weapon being used deadly cutting/piercing power.
You're contradicting yourself herewith, saying that it is useful against powerful fire attacks, because in reality it will feed the fire and make it even more powerful, which is not good for you most of the time. Unless you're trying to combine it into one powerful technique, then you're right.
