Wind is one of the five basic elements. It's weak against fire because it fuels it, and strong against lightning because it neutralizes it (?). It's neutral against water and earth attacks so therefore you need to use a wind jutsu that is of a similar rank to counter it out. It's very useful to use against powerful fire attacks and a good combination with kunais/shurikens because it can be used to coat it to give the weapon being used deadly cutting/piercing power. It can also be used to evade attacks because you can use a wind attack to lift you off from the ground. Additionally you can use it to move at very high speed when airborne.

From where the question mark? This is indeed right. Wind contains a lot of oxygen, which fire uses to burn up. Also wind is strong against lightning for the very fact that lightning cannot go through to wind very well because there is nothing much in the wind to conduct the lightning, or rather the loaded particles, and when lightning cannot move, it is not lightning anymore, but just loaded particles that cannot harm one significantly enough for one to notice, thus become harmless. Physics of lightning in a nutshell ^^

And yes, it indeed is (semi)neutral to earth and water techniques, but it can be combined with it as well. Wind and water will become pretty powerful together and work well against fire and wind techniques, which is another combination that is nice together. Earth and wind might sound like it is not that good, but sometimes mud and wind lead to interesting combinations, or for example sand or very dry and crumbly earth and wind become an annoying sand-blaster.

You're contradicting yourself herewith, saying that it is useful against powerful fire attacks, because in reality it will feed the fire and make it even more powerful, which is not good for you most of the time. Unless you're trying to combine it into one powerful technique, then you're right.

(Fūton: Fūsajin no Jutsu) - Wind Release: Dust Wind Technique
Type: Defence
Rank: D
Range: Short
Chakra Cost: 10

Description: The user creates a gust of wind that layers an area in loose sand and dust. Doing so also acts as a sandblaster on the surrounding area. This layer of sand that accumulates on the trees during this technique makes it difficult for others to get a good footing. The initial gust can also temporarily blind opponents by lodging sand in their eyes

Focus your wind chakra, then release it as a gust of wind.

As you can see there is a lot of sand and dust here. As you release the wind, it will pick up everything like that off the floor to form some sort of sandblaster that you direct towards your opponent. The sand will accumulate on trees and rocks etcetera to make it difficult to get grip on them. It can also irritate and blind the opponent if they get sand in their eyes

I accumulate my wind chakra into my wind pipe. I then inhale deeply, then exhale thoroughly. Whilst i do this, i fuse my wind chakra into the air i exhale, causing a sudden gust of wind that travels and carries sand/dust off the ground.

Advantages & Disadvantages.

A advantage of this jutsu is that you can use it to lift dust/sand of the ground and into your opponents eyes. This leaves them vulnerable, therefore you can take advantage of the situation. Another advantage (like you said) was that the sand/dust will settle on trees to make it difficult to get a good grip on them.

A disadvantage is that when you use this jutsu to blind your opponent, they can just close their eyes. Another disadvantage obvious disadvantage is that it's a really weak jutsu (if not used effectively) as it's only D-rank, thus so why it can be overcome by most jutsus.

How would you defend yourself from this jutsu.

a) close my eyes
b) use a fire jutsu as fire feeds off of wind.

Description: User creates a wall of spinning wind in front of him that is used to push back weapons thrown towards him. It can also be used against taijutsu close range attacks, but the wall can be pushed back with a stronger wind jutsu or if a smoke bomb or explosive tag touches the spinning wind they will automatically get activated because of the sharpness of the wind element, damaging the user also.

Focus your wind chakra and release it in front of you as a spinning wall of wind. Use shape manipulation to keep it in the shape of a wall whilst it is spinning. Once the wall is formed, it can be used to push back weapons and taijutsu techniques.
