Advantages: This technique can both be used with or without a weapon {more specifically a war-fan}, which opens a range of options for using this technique in a variety of creative manners. The wind is strong enough to knock an opponent off balance, so it also can provide a good means to cast a projectile further along as a boost or counter a hostile projectile.
Disadvantages: It is limited to a maximum of mid-range, so you've got to set yourself up with an arrangement to where the technique can be used in time to not only reach the target in time, but also can be generated prior to them being able to manage a counter against you.
Use in Battle: Pretty much anything that was mentioned in advantages; if I were to use a projectile weapon, be it kunai/shuriken or possibly a jutsu-based technique that uses solids for projectile weaponry {wood, earth, ice, etc} then the technique can follow behind the thrown objects to give them a boost in speed, thus increasing it's threat.
You could also combine it with a fire-based jutsu as mentioned.
Counter:
Perform: Start by performing the two required hand signs, then gather your wind chakra into your mouth. Once pooled, blow the chakra outward from your mouth to generate a blast of wind.
