1) Water is the combination of Hydrogen and Oxygen molecules. It is wet, and it conducts electricity, so it can be extra shocking. It burns at 212 Degrees Fahrenheit or 100 degrees Celsius. It has a freezing point of 32 degrees Fahrenheit and 0 Degrees Celsius. Water can be used as a beverage. In it's normal state, it is liquid (room temp). I really don't know what else to say haha
2) Water in the Narutoverse generally needs a pre-existing water source to use techniques, but can be done without them. They can be made to be tangible and solid, though not exactly frozen state. Many notable users would be like Tobirama Senju or the Mizukage (I want to say 2nd)
3) Water is strong against fire, naturally because water can extinguish the flames. It is weak against earth though, and the reason I think the earth absorbs the water, sorta like dirt. Or just because the earth can sorta make Land over water if that makes sense
