Wind Rasengan is stronger then Rasenshuriken:
The basic Wind Rasengan (Complete) has never actually been used in the manga.
He only got it to about half of its full power.
I think the Wind Rasengan training follows a similar path as the original.

"The first step was learning how to burst a water balloon by spinning the water inside in multiple directions at once using only the user's chakra, which emphasises rotation.
The second step was for the user to burst a rubber ball, and since rubber is thicker, and air is completely different from water, it forces the user to use denser chakra to break it. This step emphasises power.
The third and final step was to combine both step one and two by spinning chakra inside a balloon without moving the balloon itself, emphasising stability of the sphere shape. "
Jiraiya showed on a tree what happens if you skip the third step.
Top of the tree is Rasengan with steps 1 & 2, the bottom is after step 3.
I think the Rasenshuriken skips the final step, so the wind element expands the attack. Rasenshuriken is power & rotation spinning out of control.
"To maintain a small typhoon in palm-size you can't scatter your power. As the "spinning" gets faster, the "Power" will be compressed and the destruction power will rise" ~ Jiraiya
A completed Wind Rasengan should have more destructive power then the Rasenshuriken, without the expansion. It would be a small sphere that can slice through anything, like a hot knife through butter.
