Wind Rasengan is stronger then Rasenshuriken:

The basic Wind Rasengan (Complete) has never actually been used in the manga.

He only got it to about half of its full power.

I think the Wind Rasengan training follows a similar path as the original.

"The first step was learning how to burst a water balloon by spinning the water inside in multiple directions at once using only the user's chakra, which emphasises rotation.

The second step was for the user to burst a rubber ball, and since rubber is thicker, and air is completely different from water, it forces the user to use denser chakra to break it. This step emphasises power.

The third and final step was to combine both step one and two by spinning chakra inside a balloon without moving the balloon itself, emphasising stability of the sphere shape. "

Jiraiya showed on a tree what happens if you skip the third step.

I think the Rasenshuriken skips the final step, so the wind element expands the attack. Rasenshuriken is power & rotation spinning out of control.

"To maintain a small typhoon in palm-size you can't scatter your power. As the "spinning" gets faster, the "Power" will be compressed and the destruction power will rise" ~ Jiraiya

A completed Wind Rasengan should have more destructive power then the Rasenshuriken, without the expansion. It would be a small sphere that can slice through anything, like a hot knife through butter.

Agreed and disagreed, I think the Rasenshuriken is the complete version of fuuton Rasengan, but the fuuton Rasengan is pretty powerful, it completely destroyed Kakashi's Rasengan and harmed his hand, plus it could be combined with another element like suiton, as we saw when Yamato combined his suiton with Naruto's fuuton Rasengan, they created the Typhoon Water Vortex jutsu.

The incomplete part of this was the fact that because of the risk of the jutsu he needed to throw it instead of the small

I doubt fuuton rasengan is more powerfull than rasenshuriken, i mean did you see how much damage it did when Naruto was fighting Kakuzu

I think it is just the opposite. Rasenshuriken skips the compression stage of the Rasengan training, which causes the wind chakra to expand. That is why it looks like a large shuriken. Rasenshuriken goes against the very nature of the Rasengan. As Jiraiya said during the original Rasengan training:
"To maintain a small typhoon in palm-size you can't scatter your power. As the "spinning" gets faster, the "Power" will be compressed and the destruction power will rise" Rasenshuriken allows the power to scatter causing a drop in the overall power of the attack.

Yamato stated that it was incomplete before he knew the risks of the jutsu.

Could be, but in any case, it's the Wind Rasengan that's not complete, not the Rasen Shuriken (two different style of attacks, like Chidori and Chidori senbon).
I like the way you're thinking though.
