Wind is one of the five primary nature transformations for ninjutsu. It can be used in a variety of ways, from infusion into weapons suh as kunai for increased slicing power, as a cutting, slicing technique, diversions, or in conjunction with other elemental ninjutsu for potent combinations. A good example is the combination of wind (a nature transformation) and the Rasengan (a shape transformation) to create the Rasenshuriken.
Wind is naturally strong against Lightning, because it insulates the electrical energy that generates the latter. However, it is weak against Fire, because it only bellows the fire Jutsu, which in turn actually increases the power of an opponent's fire ninjutsu.
... Is that acceptable, sensei? Anything that I missed?
Oh theirs lots that can be done with wind (example, Earth and Wind can be a good combo, as wind counteracts earth's natural weakness, and the earth gives the wind a more solid composition.)
But you are well enough informed for us to work on unlocking your wind chakra. *snaps fingers* A fierce wind storm suddenly whips up in the area around us blowing loose dirt and debris around, we are in the eye of the storm, surrounded by a seemingly chaotic and random uproar of air.
Take a seat and clear your mind, let your body and mind be filled by the sounds and feeling of the wind, let your chakra flow naturally, and eventually you will feel a change. Let me know how you feel after a while.
*I hesitantly take a seat in the eye of the storm. Realizing that it is safe, I breathe a sigh of relief and take a meditative stance, closing my eyes and focusing on the flow of my chakra. I make notes of the sensations and feelings I experience.
After a couple of minutes, I open my eyes and speak. My voice sounds gentle and serene*
Sensei... Wind... Is free. It flows naturally, uncaring for worldly attachments; it bows to no forces. It is gentle when need be, and strong when need be. My chakra sorta begins to feel synchronized with the wind, flowing, blowing... A desire to free itself from the shackles of earthly structures. There is little order, only freedom.
Wind makes little to no sound... But the whipping of it against my ears is very pleasant. It causes a sensation of relaxation. Unlike other elements I've experienced, wind seems to be the hardest to harness and manipulate due to its intangible nature. Am I correct in saying so, Sensei?
*I continue to focus my attention on the flow of the wind tunnel and my own chakra... They almost feel as if they are moving in tandem*
Good, remember this feeling as it is the feeling of your Wind Chakra. Take this feeling *hands you a small square paper* like your body has become wind itself, and mentally command your energy to flow down your arms to your hands, and then through your fingertips into the paper. If done correctly the wind chakra will react to the paper and cause a cut to occur. The more chakra used the deeper the cut until the paper is cut in half entirely.
*I take the piece of chakra paper in my hand, forming a clamshell with my two hands that encapsulates the paper. I note that it has a different texture compared to actual paper; I remember that it is made of a special material. I then channel my chakra through the paper, imagining the properties of wind that I had experienced. I exert a good amount of effort, forming sweat beads as my chakra collects in my hands and surrounds the paper.
After some time, I feel something. A distinct feeling of separation. I open my hands, and the chakra paper is cut in half! The cut is not perfectly down the middle, but it still is in two pieces*
Good job, now repeat the process with these leaves to fine tune more chakra control (Since I'm not the fastest replier atm, going to move on to the first jutsu but make sure you do this part first)

Build up more of that wind feeling in you and then command it to gather in your chest and breath deep as it has gathered, binding your wind chakra to the real wind in your lungs, then exhale it to create a gust of wind that picks up dust and sand in the area and blasts it around, grinding the sand to the surfaces around us.
*I do as sensei instructs, repeating the exercise, but this time, with a leaf. I note that it has a different feel, and it actually seems a little harder. I focus on chakra control, allowing my wind chakra to flow slowly, pinpointing it and visualizing a strong, centralized motion. After a few moments, I show sensei the leaf. It had been cut quite well, almost perfect. Then, I move on to the first jutsu*
Strong points
An effective distraction tactic that allows a setup or follow-through jutsu to be used to great effect.
This can debilitate an opponent as well, causing them to lose footing, and combined with possible temporary blindness, it makes it irritating to counter if the opponent is not prepared.
A sand user might find this a very useful jutsu to use in conjunction with their sand techniques.
Weak points
D-rank jutsus are essentially useless in a big battle, unless used properly. Even then, not worth it!
If the opponent in some way prevents the user from exhaling the gust, it is rendered useless.
Long range fighters need not worry about a distraction such as this, because the range is too short.
Combinations-strategies: This jutsu can be used in tandem with a fire jutsu. The wind serves as a billow for the fire, increasing its strength. The layer and gust nature of this technique can be used to the user's advantage, singling out an enemy or changing the environment to their advantage.
Otherwise, this is a good distraction/setup technique. If I were to, for example, use this jutsu, I could use the sand/gust cover to setup clones or other jutsu, while my opponent is distracted.
Ways to counter: Long range jutsu works well; also, high powered fire jutsu from an opponent will overwhelm the user.

*Closing my eyes and concentrating, I gather more wind chakra within my body. I take a deep breath, allowing as much air into my lungs as I physically can. Allowing the air and the chakra within my body to blend, I have a strange mixing sensation that I feel. Once I cannot hold in the technique any longer, I proceed to exhale greatly, towards the ground between myself and sensei. A gust of wind comes from my mouth; I am initially surprised at how much wind I actually was exhaling. Aiming it at an angle towards the ground, the technique picks up a lot of dust and dirt, causing it to billow and almost form a cloud. It results in a sizable dust cloud that enshrouds both sensei and myself*
With my student properly performing the technique I realize I am standing too close and will be caught up in the cloud as well. Knowing this technique doesn't actually have any harmful properties I cross my forearms over my face to protect my nose and eyes from the dust storm, using my above average level of hearing to determine when the cloud and jutsu have stopped so I can uncover my face.
Very good. Now that you can exhale simple streams of wind like that you have a better understanding of how much wind can multiply even simple breathes like that.

Gather your wind chakra and unleash it from your body outwards to create a wall of spinning wind. Make sure to add enough chakra and sharpness to the wind that gives it the same sharp element that you used on the leaf. This causes the wall of wind to actually be able to damage or detonate bomb tags from touching them.
*seeing sensei totally unfazed after the cloud clears* thinking: wow, sensei is a total badass...
Strong points
This is a viable counter to low level taijutsu.
A good low level defensive jutsu, or possible combination jutsu, with explosive tags and such.
Perhaps also a good distraction tactic, similar to the previous jutsu!
Weak points
Is easily overwhelmed by most higher level jutsu of any element.
An opponent could easily use a Katon jutsu to turn the spinning wind into a blaze, turning against the user.
If misused, can actually be a disadvantage due to its cutting properties.
Combinations-strategies I could use this jutsu to put some space between myself and the opponent. A low level fighter could use this to counter kunai that pose a threat to him/her. If the opponent is somehow caught in the jutsu, I can follow up with a Katon jutsu to cause a blaze that can harm an unprepared opponent. The fact that it activates explosive tags and smoke bombs on contact is also something to consider for a combination jutsu.
Ways to counter: A higher level Futon jutsu, or essentially, any higher level elemental jutsu...

*I once again gather wind chakra in my mouth. I visualize the same cutting principle when I cut the chakra paper and leaf earlier. Then, I apply this to the molding of the wind chakra. I note how the chakra suddenly takes on a different property... it almost hurts to keep it in my mouth. Applying shape transformation, I allow the chakra to rotate within my mouth; a precursor to the spinning wind motion.
Then, I exhale. I pucker my lips to release it as a more concentrated form, which also allows it to retain its spinning properties. I aim towards the ground, trying to use my chakra to swirl the exhaling wind. Soon enough, a spinning pillar of wind erupts between sensei and myself!
I then try throwing a few kunai at the spinning wind. Just as sensei had described, the kunai are easily reflected.*

gather some wind chakra and release it as a steady stream of high pressure wind that will allow you to move through the air as you maintain the stream. If you try lifting off the ground with this steam it'll only kick up a dust cloud which can be a helpful move depending on the situation. But if you are already off the ground you'll be able to change your direction mid air to avoid jutsus or weapons.
A good supplementary jutsu that can be used in a pinch.
Can potentially be life saving if used properly; to be able to narrowly dodge a powerful jutsu.
Dust cloud serves as a good setup for a combination/sneak attack strategy.
Weak points
Too weak (D-rank), so it's fodderized by higher level elements.
Not viable as an offensive technique. Then again, NO ONE would use this as an offensive tech.
Fire style beats it any day.
Combinations-strategies I'd use it to distract my enemy. If I were in the air and my opponent attempts to launch a finisher, I could use this to maneuver out of the way.

The combination of the cutting wind and piercing rocks can be a a good, simple finisher to a defeated opponent.
Sensei, I have a question. Can I control the flow of the wind and the rocks with my chakra?
Can be a good setup for a more powerful combo with fire.

D-ranked. It's not getting past most veteran fighters.
If I get caught in the stream, I could potentially get hurt by the rocks!
Unless the rocks are sharpened and pelt the enemy in high quantity, I don't see this doing much damage; rather, an annoyance.
Combinations-strategies: Can I combine this with a fire bullet jutsu to form flaming, wind cutting rocks of death? Because that would be totally awesome if it was viable.
Ways to counter: Pretty much any higher ranked/scaled jutsu, but Fire should be able to overwhelm it... maybe a lightning jutsu that releases streams to dissipate the rocks.
*I gather wind chakra in my mouth again. Wow... I almost felt... winded (excuse the pun). Then, I blow at the ground, creating a large stream that engulfs both sensei and myself. Some rocks are picked up by stray currents, and they begin circulating, flowing with the wind. I dodge some rocks that almost hit me. I speak up, because of the sound of the whipping wind*
it'd probably be easier with a clone or partner for the wind/fire/earth combo but yeah I suppose you could.
And yes I believe you could control the wind after making it to aim the rocks where you want them to go.

Combinations-strategies it seems this would be a good tactic in a Taijutsu fight. If I push the enemy's guard open, I can follow up with this quick attack in short range to push them down, opening them up even more. Or, I could use it as a "wind tunnel" to increase the lethality of my kunai.
Ways to counter: a higher level wind jutsu, or just make sure I'm ready and out of range of it.
*Gathering wind chakra in my mouth, I then release a small, quick gale from it, after clapping my hands. The gale knocks over a training dummy, as expected. Then, I take out a Kunai and perform the jutsu again, after throwing the Kunai. The kunai's speed is enhanced, and it rips through another training dummy, leaving a hole at the point of piercing*

Combinations-strategies I'd use this the manipulate the shuriken to try and attack the opponents blind spot. Maybe then I'd follow up with a fire technique to increase the overall power of my assault. or! I could use the Shuriken shadow clone jutsu to great effect here!
Ways to counter: with my own set of shuriken. There's a fire technique that does the same thing as this jutsu does, so that'd be my primary counter to this.
*I hold a set of shuriken in both of my hands. The hole of the shuriken is in each of my fingers, so I have 10 shuriken total. I then begin to infuse my molded wind chakra into them. This causes them to slowly start rotating. When I feel the chakra amount is sufficient, I release the barrage. The shuriken fly in many directions, and I take a moment to focus my chakra and manipulate the trajectory of the objects. It takes a while to get used too, but soon, I get the hang of it. 8 then have the shuriken rotate around me, like objects rotating around a central object (me)*

Good and yes it can be used as a defense as well as offense.

A more skilled user will be able to precisely cut certain parts of the opponent or target; as seen with Temari's feats in Part II during the Kage Summit.
The opponent will have a hard time escaping if they get caught.

Slashes can't be directed; wasted move if the opponent appropriately counters or defends.
If I don't have a weapon, making the handseals will cost precious time. Can this be used with any other weapon other than the folding fan, sensei?
Range isn't the best, and I may get caught in it if I'm not careful.
Combinations-strategies: I'd use this in conjunction with a bunch of shinobi weapons like kunai/shuriken. By throwing a bunch of them at my opponent, and following up with this technique, I will cause a more potent whirl of cutting death :snick:
Ways to counter: A user of this technique will most likely have large, conspicuous movements, allowing a preemptive opponent to read and appropriately counter the jutsu.
