What makes you think she would even remotely be able to handle the overwhelming power of a Rinnegan? Obito who is far superior than her, and likely to remain that way, commented that he could barely handle a Rinnegan.

Well someone has got to get the rinnegan after Sasuke dies(otherwise if he does die, anyone can take it from his grave) and it might as well be his only child, unless you someone else is better suited for the job.

Impossible to determine. At least Bolt and Sarada have the benefit of being MCs of the movie. Because of that, they need to be at least pretty strong (quite likely incredibly if this is a decent threat). Himawari is a side character, and we all know Kishi doesn't let the side characters keep up with the MCs. Is it likely that she'll surpass her? Yes. However, this is just an assumption on what she could have. In reality, Himawari probably won't get much attention.
