Nagato could destroy an entire hidden village in an instant, but he would be drained. He could use Chibaku Tensei, but that takes concentration, and takes a while to form. Shinra tensei, Naruto has enough power to shoot it back like 6tails did. Soul take, he needs to be close range, which will mean Nagato's death, chakra absorbtion, needs to be close again, and if he absorbs a TTB, it will take a bit to fully absorb it, which will leave him open.

Naruto Bijuu bomb can easily destroy an entire small country/village, with plenty of chakra to spare.

Shadow clones, thousands of kage level clones (or at least high-jounin level) can take on Nagato.
