Why did Kishi hype up Minatos secret technique for 3 chapters then not show it?

Why did Kishi have Hashirama gives Sasuke his chakra and "something" to beat Madara but never showed it?

Why did Kishi put emphasis on the Sage Tools and didn't add them to the plot?

Why does he do this? Think its on purpose? Does he deliberately create this type of controversy and mystery to keep readers or does he honestly forgets about somethings? Any ideas?

I don't understand Minato's hype. As far as I'm aware he has Two Ninjutsu, one Jikukan, and Senjutsu that is impractical for battle.

Rasengan, Kuchiyose, Hiraishin. :| He also has several Fuunjutsu: Shiki Fujin, Hakke no Fuuin Shiki, that barrier one.
