^Haha wow i hadn't noticed that. Aren't the Anbu Black ops supposed to be the hokages guards? Just another thing that Kishi rushed into to make the plot move along i guess.

I don't know, I guess different Kages have different preferences. Both Hiruzen and Tsunade have/had Anbu as their personal guards, but I'm pretty sure if they wanted someone else they could have them instead. It all depends on who's available to them, someone strong enough to be a guard may be needed for other things if the village is low on man power.
