Why wasn't the White Fang summon

I was wondering why Kkabuto did not summon Kakashi's dad "the White Fang".
Konoha's White Fang is said to supposedly be stronger than the sannins, and if Kabuto was summoning only very strong ninjas for the war. I thought the white fang would have been summoned.
After all we've not seen much of him.

I think his soul went at peace or something when Kakashi died and he talked to his son. Other than that plot no jutsu really. I wanted to see the White Fang in action so bad.

Probably plot cause after kakashi resolved his issues with his father, I guess there was no reason for him to come back.
