It's 12 if you count the double pages.

And why not ? We get 17-19 every week, maybe Oda thought this was a good moment for a cliffhanger. I't's not like he owes us 19 pages a week.

You still pirate 12 pages from Oda without paying anything, so I don't think you have any reason to complain about how much you get.

Usually when an arcs final battle is going on, Oda does only like 12 pages. Probably to allow cliffhangers.

None of us would know why the chapter was soo short, its just something Oda wanted to do perhaps. Like Love Cook said just go with the flow, you get it for free anyways .
