Why was EDO tensei Hashirama so weak?

@Blaze, or he showed Hashiramas full strength then, in part 1.
Maybe he didn't consider to what the Manga will turn too. I mean where was the legendary Madara and the first Hokage with his fairy tale strength then? Kishimoto simply didn't consider Hashiramas power and importance back then.

Because of part 1 power levels. If that fight were to take place in part 2 it would be 5x more epic.
