Why Tobirama is the best character

The Uchiha had a chip on their collective shoulder from the very beginning. Madara never forgave Tobirama for killing his brother and everything became a slight to him. Unlike Hashirama, Tobirama understood the darkness inside the Uchihas, but despite that gave them prime positions of authority in the village in an effort to keep them as part of the village. Unfortunately, almost the entire clan were a bunch of sulky, whiny bastards whose response to adversity was not to soldier on but to declare the entire world unfair and try to burn it all down.

From Madara and Obito deciding the answer was to put the entire world under genjutsu, Sasuke planning to kill all the kages and get rid of the five nations, and the entire clan except Itachi and Sisui deciding to take over the village because, you know, unfair... the clan didn't make much effort to get along with anyone.

The 'prime positions' you are referring to relate to the isolation of the Uchiha to a small corner of the village. This as well as seperating them from everyday civilian life given that they were restricted to being the police force.

Madara had initially intended to move forward, albeit it taking one step at a time when it came to the Leaf Village and working with Hashirama. It was Tobirama who kept the bad blood active.
