He's had the biggest impact on the shinobi world.
He established the ninja academy, the anbu, chuunin exams, and the police force. Every nation, (not just great 5) has adopted these institutions.
He thought of the laws and treaties clans should abide by to work together if they wanted to form a village when he was just a kid. Every nation has adopted these principles as well.
Every technique he uses, he invented it. Techniques like his water dragon, shadow clones, and Edo tensei have been adopted by several countries, if not all and villages have used them as a base to create their own techniques like sand clones, water clones, stone clones, etc.
He raised the most skilled shinobi to ever live, Hiruzen Sarutobi, the god of shinobi, and he raised the Sannin, who then raised Naruto, Sasuke, and Sakura, the people who would save the world.
He set off a chain of legendary shinobi. His prowess and teachings are so great that those who got his knowledge passed down to them also became Hokage,
Tobirama trained Hiruzen, who produced the Sannin, all of which were slated to be Hokage at one point, then one of the Sannin produced the fourth Hokage, who produced the sixth, who then produced the seventh.
