THE SPAM IS ON!

In terms of the best displayed Suiton Kisame reigns supreme. His diversity, scale, and power in Suiton has so far gone unmatched.

Kisame

1. Shark Missile (used during Itachi and Kisame's debut)

2. Super Water Shark Bomb Jutsu

3. Water Wall

4. Water Prison

5. Water Clones

6. Water Dome

7. 5 Man Eating Sharks

8. 1,000 Sharks

9.Water Lake

Tobirama

1. Water Dragon

2. Water Wall

As far as manga proof goes, Kisame runs unopposed.

Now moving on to theoretical ability. It was stated that Tobirama was unparalleled in Suiton. This was stated during a time where Kisame was a well known S-Rank Criminal. Additional, from the manga we observed Tobirams perform a large scale Water Dragon and Water Wall under three conditions.

1. No water
2. Only a mere fraction of his power
3. Jutsu performed with one hand seal (st least water dragon)

Now furthermore, Kisame has never performed any of his techniques without a large body of water. And if he has no such access, he converts the saliva in his mouth into a river or lake with his chakra. While impressive, he must still create the water and waste chakra before he can perform his best water techniques.

To conclude...

Based on Manga Feats: Kisame without question

Based on Observations and information from the Manga: Plausibly Tobirama pending requires feats

Oh ok I see.

So comparing 2 different techniques is solid basis for seeing who is more proficient in suiton? Seems legit.

Did this 'murican just try to spell-check me? Lol, that hilarious. Go read an Oxford dictionary.

So, we're shifting arguments now.

I'm not ignoring anything. As you just said and as I stated above; Itachi had the better suiton feat then Kisame in part 1. So by the logic used by the OP; Since Part 1 Itachi > Kisame regarding suiton, this means Itachi should of been on Kisames level in part 2, am I correct on this or not.

We're shifting onto another topic entirely here! Itachi was never renowned at all for his Suiton capabilities, Tobirams seemingly was. in fact, it was only after his vitality was restored that we saw him creating Water out of his own chakra.

This eludes to the possibility he was capable of higher level Suiton techs in his "prime" yes, like I said, Tobirama's limiters were stacked in part one.

No, I re read the Op and the original statement is about hand seals. I find it hard to make the statement that Tobirama is superior in suiton because he used one hand seal. That just makes Tobirama faster at performing that one jutsu not superior in suiton.

The notion that a part one Tobirama was able to use Jutsu of the same rank with lesser effort is not difficult to comprehend. At all.

Kisame makes oceans, lil Tobirama makes puddles...

only dillusional fanboys are going to try and argue who has the better suiton, because its a no brainer than Kisame' has shown stronger, more efficient, and many more suiton jutsus. Tobirama's only justu worth mentioning is his FTG and that's not much considering how much faster Minato is with it!

It just means he can perform it faster. Doesn't mean he is superior. I don't think that is very hard to comprehend either.

Kakashi did need some hand seals to copy to prevent everyone from getting annihilated though

If only you actually got my username in the correct context, moron.

Not at all, it's a representation of your skill.

Sasuke can perform Katons with one hand seal. Guess that makes him the greatest.

Or maybe the more hand seals the stronger the jutsu.
