I know this sounds like a long shot, but just humor me for a bit. After this recent manga came out, it made myself think back on the whole Madara/Tobi dilemma, and why he wears a mask. First reason that comes to mind is, of course, Tobi isn't Madara. If that's not the case, I thought of another reason.
Tobi is hiding another pair of eyes under his mask. Yea yea, most of you will think this is ridiculous, but looking back now, it could fit. As Danzo showed us, he can have plenty of sharingans located on his body. But that's not the only reason I brought this up. MS is known to have different powers between each eye, and assuming he has EMS, he wouldn't want to replace one for a Rinnegan. If he controls the new 6 paths, he would need Rinnegan for that. I'm sure there are holes in this theory, one being why couldn't he just locate the second pair of eyes somewhere else, like his arm. One reason I thought of would be he may need to connect Rinnegan close to his occular veins( or something along those lines) for them to have full effect. And since he already has one of each, he would have one of each below the eyes. So yea, having a mask on to hide a second pair of eyes would be a good explaination, regardless if he is Madara, Tobi, or whatever random people you think he is.
