This proves he can't control Multiple bijuu + use other rinnegan techs, due to chakra consumption, not that he can't use other rinnegan techs at all.

This proves a lot and your (or anyone) answer. Tobi clearly had Chakra to utilize the Rinnegan abilities, on top of still controlling the Bijuu with "Eye Power" alone, spite the huge Chakra consumption of controlling the Bijuu, however, Kakashi and team had an already counter to the Rinnegan abilities which would waste unnecessary Chakra for Tobi. As for the recent Manga and the Thread Marker Question. Well! For the most part, Plot want allow Tobi to pawn early in the Game so whatever you want is not happening until Kishi say so.
