Why tobi change his plans

Why tobi send sasuke after the hokages ????? if hokana is in such bad shape i don't get it this is the best time to attack naruto and take the the 9 tails

one other thing he acts as hi did not know that danzo is the new hokage but he knows about
the meeting of the hokages so is he just puting and show in from of sasuke ???? and zensu in it to . and to control sasuke i think . cuz he even said it that he can control sasuke

1. Tobi did not send Sasuke to capture Naruto .

2. It was Sasuke who wanted to kill the elders , that's why he went to Konoha , Tobi did not ordered him that

3. Tobi came to tell Sasuke that he failed on capturing 8-tails, so he still has to do something good for Akatsuki . So Tobi told that it's no use to go to Konoha now , it's better to go to Kage meeting and kill Danzo - that's what Sasuke wants .

4. I don't know what , but Tobi is planning something huge and it seems sending Sasuke in Kage meeting is in use for him .

1. He sent Kisame to capture of 8-tails .
2. I don't think he had futher plans for Sasuke before Tobi got information about Kage meeting and Danzo beeing Hokage . Right after Tobi got info about Kage meeting and Pain death he went to see Sasuke .

danzo became hokage then they made the hokage meeting .. i think right ..so why to tobi knew about the meeting . but act like he did not know that danzo was the hokage

Meeting was planned since 8-tails were "captured", Tobi could get this info way before Danzo became Hokage and Naruto defeated Pain

ok good was not sure . but why tobi is sending sasuke and half of zensu to go and take on 5 hokages and their bodyguards .. and not sending him to go capture naruto .know that akatsuki is in a weak state or send him to capture the 8 tails again
