Obito was a member of the Uchiha clan that fought to defend konohagakure. When he died, he said that he wished he could have spent more time with everybody, so even if he did get the time, he wouldn't have rushed to go and kill his former sensei's son, right?
Next, Obito was quite short when he died. The 9 Tails attack was not long after Obito's death. In this case, no one can explain HOW Obito could have gotten this much skill in a few weeks/months. How do you explain his height? His hair couldn't be shoulder length.

Note: Has anyone noticed the resemblance between Tobi, and Kakashi's ms? This could be against this theory. The animation is similar to Kakashi's, and it could be that Tobi is using Kamui on himself.

Kagami was the student of the Second Hokage, which explains his skill in time/space ninjutsu (Nidaime was the first person to use time/space ninjutsu, and was skilled at it).
Kagami was also very powerful. During Sasuke's fight with Danzo, he knew Danzo, and said that it was a long time since he last saw him (probably when the 9 Tails attacked).
Kagami was missing from the village when the 9 tails attacked, so this is also for this theory, and not against it.
