Naruto and Sasuke used the strongest attacks they had available at the time. Neither one of the them could have done more than what they were capable of doing during the time they fought. In the end Naruto= Sasuke thats why got their arms blown off and that's why Naruto even said if they fought again theyd both die.

so the mangaka had kurama clearly make a point that his rinnegan being new means he cant attack and use jutsu (a restriction due to inexperience) at the same time for shits and giggles right? of course it mattered at least concerning that ending part of the fight where he cant absorb that rasengan because he is using chidori

the mangaka also didn't have Sasuke mention how he blew it using all of the bijuu chakra on 1 move for giggles either, but apparently that doesn't have anything to do with how he lost at all though, right?

That "Sasuke's Rinnegan was new" party line has very little to no merit, because all it really meant in that particular situation was that Sasuke had nothing that was going to give him an obvious head and shoulders advantage over Naruto. It wasn't the reason he lost. And even if it was, it was an L Sasuke very much deserved for picking that kind of fight with Naruto knowing he didn't have much experience with a Rinnegan in the first place.
