Madara had Kakashi eye for less than a second and he could used Kamui right away. Madara had his body back and his rinnegan, he used Limbo right away. Madara had rinne 9 tomoes and he cast IT right away. Madara had hashiface on his body and he cast hashi haxxed jutsu right away.

While Sasuke had time to "try everything in desert dimension" as manga fact and still being idiot, so there is no excuse !

Chapter 697 page 5 : Both Naruto and Sasuke are out of chakra ..... So Naruto simply couldn't use any stronger jutsu than Ultra big ball rasenshuriken tbb ....
And if he use any jutsu to attack Sasuke , Sasuke would absorb that ,,,, So again he couldn't do that ...
