Well I do think that the series does have two leads in fact, both Naruto and Sasuke!
The story revolves around those two - their friendship and rivalry! Sure the series is named Naruto and all and maybe it wasn't intended at first but the story progressed and so did the characters! Even Kishi can change his mind you know he goes along with the story that's just how it is. I don't think that writers do have the whole story pictured out in their mind right away, there are a lot of things that influence the path that the plot takes.
In the end they are probably going to be equals even if it doesn't look like that right know!
I mean who would have thought that Hinata would play such a big role later! At first I didn't even pay attention to her she was just some fellow Ninja that's all, she wasn't anything special and maybe Neji also took away a lot of spotlight - they had the same ability and well he was the cooler Byakugan user - no arguing about that!
