Sasuke killed the almost Sixth Hokage.
The elders/village will never support him.
If you look at sasuke's past you'd realise he actually cares a shit load about konoha.
1) He went out of his way to protect the village and his comrades from gaara's rampage. He even had his nice speech with naruto telling him to save sakura and what not.
Then itachi came along and threw him on a lost path, this is when his 'transgrssions' came about, but really, he did little wrong;
Infact, sasuke became so insane because of his love for konoha. He wanted revenge on the guy who wiped out part of the village, who wiped out the entire uchiha clan. A guy who continually tortured him from that day.
- Sasuke went about to eliminate the Number 1 bingo book member, and the guy who killed the third hokage: Orochimaru. That's help to konoha right there, and vengeance against someone who hurt the village. Any other konoha nin would do this given the opportunity.
- Sasuke then went on to eliminate a high ranking criminal: Deidara. This man was a member of akatsuki, and was sort after by nations. He did nations a favour.
- He then went on to eliminate the most reviled criminal in konoha: Itachi. He killed the man who singlehandedly (as far as konoha knew) destroyed a large portion, and a large clan in the village ofo konoha. Sasuke did konoha a favour by scratching off another criminal.
That's 3 bingo book criminals without asking for payment. Villages got rid of criminals for free so far.
- Sasuke then went on to kill the 6th hokage. But, really, was this bad? No. The guy was a tyrant.
Danzo singlehandedly caused the cleansing of the uchiha clan (making him even more scum than itachi). Formed a sub division militia within konoha which sought after little good for the village. He then used KA on the village elders to attain Hokage-ship (not very credible) and stood by idly while Pain, Orochimaru, and Itachi ran rampant through konoha. This man then went on to use KA at a KAGE summit to attain absolute say over a joint army. This guy was basically slowly rising up to dictatorship.
As far as konoha knows(except elders), sasuke killed a hokage. But, when they learn the truth behind danzou, they'd learn that sasuke killed one of the biggest scum ever produced in konoha.
That's 4 favours for konoha right off the bat.
But, his transgressions;
- ' being a missing-nin '... right...
- attacking a citizen of another nation( killer bee ); but, really, he had little choice as a mad man was basically forcing him to do it. This isn't even konoha's problem.
- His biggest problem however was the kage summit. But, let's analyse what happened during the kage summit.
- Sasuke wanted to kill scum(danzo)
- Sasuke didn't want to hurt anyone, even going out of his way to stay as hidden as possible
- Sasuke was sold out by obito -- through zetsu
Now, this is where it's no longer sasuke's fault.
- The raikage rushes him and pretty much initiates an unavoidable conflict
- Sasuke has to defend himself from a guy who's straight up trying to kill him and this extends to him having to fight 4 kage and being labeled a criminal
If we think about the kage summit, we can clearly see it was a setup by obito and sasuke had no intention of fighting any other kage. But, what else would you expect him to do (susano'o/amaterasu) when some rash madman is trying his best to kill him? The raikage wasn't even sitting by to chit chat even though sasuke wasn't there for him.
The only 'crime' sasuke has ever really committed was being manipulated by obito and doing konoha several favours by scratching off names from the bingo book. But, honestly, how bad is that? Obito manipulated nagato, yagura(a kage) and many others. The second you realise that sasuke was under obito's hard-to-avoid finger, you'll realise that his only 'crimes' are completely forgiveable.
EDIT: I forgot the part where he tried to kill team 7. That's genuinely a bad thing, but that isn't K11's problem, only team 7. Especially when sakura came to assassinate him in the first place...
Then he can always say he almost got rid of obito was amaterasu XD
