Why only Uchiha can summon Gedo Mazo?

I've been asking myself why only Uchiha can summon the Gedo Mazo but Senju can't. Rikudō Sennin split the power into two son and should gave the equal power of those two boys. But yet only Uchiha can revive the Ten Tailed beast. I highly doubt that Uchiha create this tool. Rikudō Sennin is only one known in Narutovise for ability Creation of All Thing. What is your thought?

You need the Rinnegan, for some reason. The Senju was equal to Uchiha yet the leader of the Senju won with hype.

rinnegan isnt the power solely of an uchiha.

In Narutoverse, only Uchiha unlock the Rinnegan. I haven't see any other clan obtain rinnegan without Uchiha's help.
