Everyone asking why obito waited.
Could it not be that he knew / sense madaras will within himself and waited for madara to try and use it, sp he could remove it before becoming the jinchuuriki, to avoid the chance of madara trying to control him once he had already become the jinchuuriki.
Similar to itachi removing orochimaru's influence from sasuke before giving him his mangekyou techniques

My guess would be that Obito needed to wait for the Juubi to either be weak enough or be restrained in order to become the jin. Becoming a jin this way is like trying to catch a pokemon. Obito probably knew he wouldn't be able to *completely* suppress the massive amount of chakra the Juubi had when it had first appeared.
